This scene came from the shared struggle of language difficulty that a Chinese-speaking woman and Spanish-speaking woman discussed. It shows how in the first two pictures the woman in black is excluded because she cannot speak the same language as the other woman. The last picture shows that same woman being supported by a service provider (in red).
